Astley House, Notting Hill Gate
This website provides information on the proposals to refurbish and improve Astley House on Notting Hill Gate.
The site was acquired in the latter part of 2025 by Beltane from its previous owners Frogmore. Beltane are also currently undertaking the regeneration of Newcombe House, now known as Notting Hill Place.
In advance of a planning application, work is already underway to internally strip out the vacant offices on the upper levels of the building and also de-clad the façades. To achieve the external façade work, scaffolding has already been erected to the rear of the building and this will be extended on all frontages of the building shortly.
Involving the local community
A planning application has now been submitted (March 2026) to Kensington & Chelsea Council and in advance of the submission, Beltane took steps to inform the local community about their emerging plans.
An initial community briefing was held on 3rd February 2026 at the Essex Church where a presentation of the draft plans was made and feedback gathered from neighbours and representatives of local Residents’ Associations.

A further pre-submission meeting was held on Monday 23rd February 2026 at the Essex Church, Palace Gardens Terrace at 6.30pm where responses were made to community feedback received.
Kensington & Chelsea Council will carry out its own consultation and we have made key application documents available as downloads.

Current status of site
Astley House has long been recognised as in need of improvement and does not provide an attractive presence on Notting Hill Gate. Its rear on West Mall and associated public realm would also benefit from enhancement.
There is an existing valid planning permission at the site obtained by the previous owners which allows for the refurbishment of the building an extra storey to be added, which can be seen in the selection of images above and labelled as ‘The approved application’.
In line with the regeneration of Notting Hill Gate to the west of the Astley House site which has taken place or is underway, Beltane now wish to deliver the long-awaited improvement of Astley House and rename it 3 Notting Hill Place as an integral part of its wider estate.
How to find out more and have your say
Beltane have decided that they do not wish to pursue the existing planning permission with its extra storey (two storeys on the ends of the building) and instead will be seeking to refurbish the building both internally and externally, with the retail units retained at ground floor and brand-new offices above.
The prime objective is to significantly enhance the appearance of the building, improve public realm (particularly to the rear on West Mall), introduce new landscaping/greenery and bring the entire building back into active use.
This means that the existing footprint of the building is used and the existing height of Astley House retained, with the exception of the introduction of a plant room and extension to provide access to the rooftop terrace on a limited part of the western end of the roof of the building.
As there is a vacant unit on the ground floor on the corner of Kensington Church Street, there is also the immediate opportunity to create a new ground floor reception and modernised retail unit.
The only other difference with the existing planning permission at the site is the introduction of a roof terrace which will be accessible to tenants of the proposed offices. The precise way this will work is still under discussion and forms part of the pre-application dialogue.

- Provision of new purpose-built bin store to rear of building on West Mall;
- Improvements to the public realm particularly on West Mall where existing clutter, unsightly plant and refuse arrangements can be removed and relocated;
- Measures to provide a safer, more welcoming spaces and access around the site;
- Landscaping enhancement and provision of a new green feel to the site.
